For first-time homebuyers, 2025 may seem like one of the most challenging years in recent decades. Despite this, certain cities in the U.S. continue to offer favorable conditions for newcomers.
Harrisburg, Pennsylvania, tops the list of the most affordable locations. Moderate housing prices, a stable economic environment, and optimistic real estate growth projections make it an ideal place to buy. The average home price in Harrisburg is approximately $140,000. Even with a 7% interest rate and a 3.5% down payment, monthly payments would be less than $1,300, cheaper than renting many two-bedroom apartments in the area.
Rochester, New York, ranks second. This city boasts the lowest average housing cost among the top ten—just $129,900. Additionally, Rochester has the lowest housing cost-to-income ratio: housing costs are, on average, only 2.5 times the median income.
Florida has three cities in the top ten:
- Villas (near Fort Myers)
- Lauderdale Lakes (a suburb of Fort Lauderdale)
- Altamonte Springs (on the outskirts of Orlando).
These cities offer lower housing prices compared to the national average and vibrant urban areas. Housing prices in these locations are expected to rise by 9% or more in the coming year.
The Midwest is represented by Lansing, Michigan, the only city from this region in the ranking. Lansing is home to Michigan State University and a General Motors plant employing thousands of people. The average housing cost here remains relatively affordable.
Despite challenging market conditions, these cities offer promising opportunities for first-time homebuyers. From Harrisburg's stable economy to Rochester's affordable housing and Florida's growth potential, these locations provide diverse advantages for newcomers to the real estate market.
